Moving From Baltimore to Harford County, MD

by Josh Tessier

The short answer: Moving from Baltimore City to Harford County cuts your property tax rate a lot. For July 2026 bills, Baltimore City's rate is $2.248 per $100 of assessed value. Harford's county rate is $0.9779 outside the towns (Maryland SDAT). You can still get downtown by MARC train or by three MTA commuter bus routes.

Many Baltimore buyers want more room and a yard, but they still work downtown or at Hopkins. Here's what the numbers say.

Property Tax: Baltimore vs. Harford

These are real property tax rates per $100 of assessed value for July 2026 bills, from Maryland SDAT's 2026 to 2027 tax rate table. The state adds $0.112 everywhere.

Where you live Local rate Plus state Total
Baltimore City $2.2480 $0.112 $2.3600
Baltimore County $1.1000 $0.112 $1.2120
Harford County (outside towns) $0.9779 $0.112 $1.0899
Bel Air (county $0.8413 + town $0.54) $1.3813 $0.112 $1.4933
Aberdeen (county $0.8413 + town $0.54) $1.3813 $0.112 $1.4933
Havre de Grace (county $0.8413 + town $0.565) $1.4063 $0.112 $1.5183

Example: On a home assessed at $400,000, the math before credits is about $9,440 a year in Baltimore City and about $4,360 in unincorporated Harford. That's simple rate math, not a bill. Credits like the Homestead Tax Credit can lower it.

Income tax: Harford's local income tax is 3.06% for 2026. Baltimore City and Baltimore County are 3.20%, per the Comptroller of Maryland.

My Advice

Run the tax math on the exact home before you fall in love with it. SDAT shows each home's assessed value online. A lower rate doesn't help if the home's assessment is much higher than what you're used to.
